overground undersnow
When it snows in London, everything shuts down. No plows and only so many people who can get out with their shovels and salt. So the Overground rail services near my house were ineffective for a while.
Sadly this does not just affect London, here in Yorkshire more than a couple of inches just about brings chaos.
