Perhaps it's just an illusion because of the angle but the watercraft looks long and narrow. The apt bldgs on the right are pretty uniform in appearance. So many high risers!
It is indeed a barge! No illusion. The apartment buildings are meant to look like ships, I think. See how they resemble ships' bows in harbor?

Last time I was at docklands it was a dock and the were ships too.
